Series consists of individual fiats for land grants and related registers issued under the new regulations for land granting. In 1798, on the advice of the Duke of Portland, the Secretary of State for the Home Department, fees on all land grants made after 22 December 1797, except those to "privileged" persons such as United Empire Loyalists, their children, and military claimants, were substantially increased in order to raise a fund for the "public service" of the province. It was a complex process to receive a land grant. Many offices were involved and each office (Executive Council Office, Receiver General's Office, Attorney General's Office, Surveyor General's Office, Provincial Secretary's Office, etc. ) maintained its own numbering system for the documents it generated or received relating to these transactions. Within the Surveyor General's Office, New Regulations fiats were numbered and filed separately from other types of fiats.
References to land grants awarded under the New Regulations often are identified with the code "N.R." Series is arranged into four sub- series, following the original arrangement imposed in the Surveyor General's Office.

The Surveyor General's office arranged the original fiats made under the New Regulations into four series. Registers to these documents were placed in a fifth series. The first series of warrants (#1 to #352) were issued from the summer of 1798, when the new regulations became effective, until 1837. None of the documents filed in this first series of fiats has survived. Volume RG 1-146-4-1, however, consists of a register documenting the issuance of these warrants. Most grants, however, were made before July 1801, after which time the Attorney General's fiat was made mandatory and a second series was created for grants made under the new regulations (See Sub- series RG 1-146-1 for these records).
