Fonds consists primarily of political cartoons created by Newton McConnell for the Toronto daily newspaper, The News.

Topics covered in the cartoons involve many political issues facing Canada, Ontario, and the city of Toronto between 1904 and 1915. National public figures represented in the drawings include Sir Wilfred Laurier, Robert L. Borden, Allan B. Aylesworth, George P. Graham, and Walter Scott. Subjects include reciprocity (free trade) with the United States, the Canadian Navy, the separate schools issue, the Suffragette movement, temperance, and the Balkan war.

Cartoons that represent Ontario politics include figures such as Sir James Whitney, Alexander MacKay, Newton W. Rowell, and William J. Hanna. Local Toronto politics and Mayor Horatio Clarence Hocken are also represented, as are both Imperial and American affairs.

Also included is McConnell's Vanity Fair: A Portfolio of Caricatures, which is a published volume containing caricatures of prominent figures of the day, arranged alphabetically by surname. It was published in 1912.
